NJPMC decided to enhance institutional capacity and ensure effective delivery of justice
Islamabad: The 62nd meeting of the National Judicial Policy Making Committee under the chairmanship of the Chief Justice of Pakistan was held in the Supreme Court. Chief Justice Lahore High Court, Chief Justice Peshawar High Court, Chief Justice Sindh High Court and Registrar Islamabad High Court participated in the meeting. Officials of the Ministry of Law, Ministry of IT and Telecommunication and National Cyber Emergency Response Team were also invited on a special invitation. The meeting deliberated on the redressal mechanism for the cases of enforced disappearances and the establishment of the proposed commission. The Ministry of Law was directed to finalize the matter soon and submit a comprehensive report in the next session. Consideration was also given to adopting a national judicial reform framework aligned with the World Justice Project Rule of Law Index. The proposed guidelines were directed to be sent to the High Courts for review and suggestions. It was decided to make the Rule of Law Tracker fully operational by March 15, 2027 at all judicial levels. Appreciated the efforts of the Secretariat and NITB on preparation of National Rule of Law Index and Judicial Reforms Tracker portal and directed to conduct training programs in collaboration with High Courts, Judicial Academies and NITB. Directed to make media and strategic communication cell for judicial sector fully functional immediately and SOPs for issuance and transmission of judicial data to be prepared and submitted for approval at the earliest. It was also decided to hire an expert of international repute to assess Pakistan's performance in the World Justice Project Rule of Law Index. The meeting allowed the High Courts to adopt the proposed design of women facility centers as per their requirements. Satisfaction was expressed on the progress made on the rotation policy for the judges of the District Judiciary of Islamabad. Under the policy, the period of deputation will be fixed and no extension will be given in any case. Requisition of officers from High Courts will be at the discretion of the High Court concerned rather than nomination. National Unified E-Filing and Electronic Judicial Record System for Courts of Pakistan has been approved in principle. It was approved to set up a committee comprising representatives of all High Courts and Bar Councils to finalize standard templates for e-filing system. The pilot project of e-filing will be started with family cases in each province and selected locations in Islamabad which will include Family Court, District Court, concerned High Court and Supreme Court. IT Wings of Supreme Court and High Courts were directed to develop National Judicial Data, Universal Case Identification Number and Security Framework. It was also asked to come up with a cyber security framework and governance structure for the proposed Judicial Cyber Emergency Response Team. The successful integration of 17 priority case categories into the National Judicial Analytics Dashboard was appreciated. Registrars of High Courts are entrusted with the responsibility of ensuring completeness and accuracy of uploaded data on the dashboard. It was decided to give monthly briefing to the Chief Justices on decisions of cases, pending cases, backlog and category wise performance. The NJPMC said that the District Judiciary disposed of 14 lakh 67 thousand 675 cases within the stipulated period from September 1, 2025 to July 31, 2026. As on September 1, 2025, the backlog of fixed term cases was 12 lakh 27 thousand 657. It was directed to maintain the procedure of disposal of cases in the prescribed period and regular performance reviews. Model Criminal Courts disposed of 91 thousand 71 cases and Model Civil Courts disposed of 42 thousand 386 cases in the same period. It was decided to provide health insurance and medical facilities for the judges and staff of the District Judiciary and the High Courts were directed to adopt the health insurance policy approved by the Lahore High Court.
